Named in memory of Julio Rodolfo Millan (1923–1995), first rector of the San Juan National University at the time that the old Yale-Columbia Southern Station was transferred there. Trained as a mining engineer and known for his research on the promotion and development of mining in Argentina, Millan was a professor of metallurgy and later a dean at Cuyo National University {see planet  (1917)}, prior to his being appointed organizing delegate of the San Juan National University on its creation in 1973.
