Named in honor of Keisuke Inoue (1928– ), who worked for Tentai Ichiyou, nautical almanacs, at Japan’s Hydrographic Department for 38 years. He was an expert in calculating the orbits of artificial satellites. After retirement, he worked for a software company and is now on the editorial staff of the astronomical almanac Tenmon Nenkan.
