Count Johan Maurits of Nassau-Siegen (1604-1679), governor of Dutch Brazil (1637-1644), was the founder of the first astronomical observatory and meteorological station by a non-American in the Americas. During his reign he stimulated the arts, science and freedom of religion and created local councils to govern Dutch Brazil.
