Named for the Kyoto city Rakuyou technical high school, originally established in 1894 as Kyoto city dyeing and weaving school. Since its foundation the school has consistently been concerned with industrial technology and has graduated many young technicians. Name proposed by the discoverer following a suggestion by S. Sakabe.
