Named in honor of Takahiro Ishii (b. 1959), Japanese amateur astronomer and active owner of the Kamogawa Observatory, Chiba Prefecture. He is a strong supporter of neighborhood amateurs, and his contribution to popularizing and disseminating celestial photography techniques makes him welcome in gatherings nationwide. Name proposed by the discoverers following a suggestion by Y. Yamada.
